COMMUNITY CENTRE - POKAPU KAWARAU

On October 28, 2005 the Council decided to move forward with a master plan and concept designs for the proposed community centre on the Queenstown Stanley Street site. Council resolved the following:

a) That this report be recieved and;

b) That the cost of the master plan, concept designs and capital/operating estimates for the current year estimated to be $247,000, or the cost of that work, which ever is the lesser, is transfered from funds allocated to the carpark from the 2006/07 year to the current year.

On July 29, 2005 the Council decided to move forward on the proposal to build a community centre on the Queenstown Stanley Street site. The plan is to now continue with consultation on the design details. Generally, the cost of building the centre will be met through grant funding, developer contributions (initially loan funded), Lakeview land sales and private enterprise (carpark and conference centre). The Council resolved the following:

'...That the base scenario option for conference and community meeting facilities, comprising some 600m2 of flat floor meeting space plus some 700m2 of foyer, trade display area, kitchen, toilets and storage, be supported as part of the master plan; and

That the site not be used for future Council offices at this time in line with Council's current position; and

That the CEO be authorised to:

a) Undertake the two level underground carpark preliminary design and costing and to seek expressions of interest for a public/private partnership for the carpark.

b) To commence the process to stop that part of Ballarat Street between Henry and Stanley Street.

c) To prepare the site master plan, concept plans and capital/operating costings for the following community facilities: 700-1000 seat auditorium, 200-250 seat playhouse, rehearsal spaces, an art gallery in two rooms of some 80-90 lineal metres of display space total plus ancillary spaces, community work rooms, workshops, meeting rooms, Pedestrian Plazas, hard and soft landscaping, a future Queenstown Library, public transportation requirements.

And that the master plan is to identify appropriate staging including timeframes for financial planning purposes; and that a one day workshop be held with respect to issues and questions raised in the draft design reports on the performing and visual arts facilities. - Council Resolution 29 July 2005
